The answer is A. かどうか. "I don't know whether Watanabe will attend" -- かどうか embeds a yes/no question inside a sentence.
かどうか = Whether
When you want to express "I don't know / want to confirm whether something is true," use verb plain form + かどうか:

Dropping どうか
In casual speech, かどうか sometimes shortens to just か:
- 大丈夫か（どうか）心配です。 → I'm worried whether it'll be okay.
- 間に合うか（どうか）わからない。 → I don't know if I'll make it in time.
In formal situations, keep どうか.
